CSSA Advocacy in Action: Closing Out the 2025–26 Legislative Session

With Governor Newsom completing action on legislation, CSSA is closing out the 2025–26 legislative session with several important outcomes for the self storage industry.

Among the highlights, Governor Newsom signed two CSSA-supported measures: SB 690 (Caballero) and AB 1621 (Wilson). SB 690 was an important focus of CSSA’s coalition engagement this year and provided opportunities to educate policymakers about privacy litigation and the unique operational realities of self storage businesses. AB 1621 will improve California’s post-entitlement permitting process—another positive outcome for CSSA and the broader commercial real estate community.

CSSA also successfully opposed AB 1777 (Garcia), which failed to advance. CSSA raised concerns about expanding regulatory authority over indirect sources of emissions and the potential impacts on commercial properties and businesses.

Other measures CSSA engaged on did not advance. AB 1710 (Carrillo), which CSSA supported, was held on the Senate Appropriations Suspense File. SB 493 (Becker), on which CSSA took an Oppose Unless Amended position, ultimately died in the Assembly, ending the proposal for this legislative session.

Beyond individual bills, CSSA strengthened its Sacramento presence through participation in the California Commercial Real Estate Summit, direct meetings with legislators and staff, and the launch of CSSA’s first Political Action Committee and PAC Board. Together, these efforts provide additional tools to educate policymakers, build relationships, and advocate for members.

While legislative activity has concluded for the year, the 2025–26 Legislature will formally adjourn sine die at midnight on November 30. The newly elected 2027–28 Legislature convenes at noon on December 7, beginning a new two-year session.

CSSA will be ready, engaging early on new proposals, strengthening relationships with returning and newly elected legislators, and ensuring California’s self storage industry continues to have a strong voice in Sacramento.
